Nowadays it's part of the basic hygenic and esthetical rules to remove all the unwanted hair from certain body parts. It's also part of the care program of that body part. If you are talking about nice legs, that means: polished and decent nails, smooth skin and shaved hairless legs. it's the same for the arms and body: bikini wax, underarm wax it's part of the basic body care program. Whoever is not keeping it, it can be considered a careless act. If you ask me, personally I think it's disgusting.
