This is the dress I think i will wear to winter formal.
I really wanted a long dress, but I'm too short with heels even . :/
So this is the dress Its more so green than blue. Try clicker larger image and zoom in for a better quality idea of what it really looks like.
Formal enough?
What kind of hair style should I do, and what color heels / acessorys would dress it up more?

It's a pretty dress. I think it's formal enough. Since you're short, I think a shorter dress will look better on you because it can make you look taller. Personally I think if you can find heels that are the same color as your dress, it would look best. It may be hard to find though. Or you could maybe find a shoe that matches everything. I think a little bit of gold jewelry would look good with the green dress. Some dangly earrings and a simple necklace will do. I don't know what you look like, so it's kinda hard to say what you should do with your hair. Anyway, have fun at your winter formal!

I think that it's formal enough. You don't need to overdo it with the accessories. A simple updo, dangly earrings, and a bracelet would look cute, I think :).
