My friend is having her 18th birthday party at a restaurant and we have to be in semi-formal attire. I kind of have an idea of what to wear. However I don't want to be underdressed or overdressed seeing as it is with a whole bunch on teens my age (sophmores-seniors). As a girl, what kind of dress or skirt or shirt or blouse do i wear? and make-up and hair? The event is semi-formal, so i'm not exactly sure...

i think that a little cocktail dress might be cute, depending one your face shape, and hair + eye color, you might choose a different color. if you have nice curves to your body, you might either do a tighter dress, or a skirt and tanktop.
