There is no written rule about it; they can choose and use any method for drug testing as many times as they see fit.

Surprise tests is the most common procedure. They prefer to catch you off guard.

How common is hair follicle testing during formal probation?

I know of no instance in which a probationer was subjected to hair follicle testing. I would imagine that it is prohibitively expensive.

I would be interested to learn if there are states that do this.
